    This isn't a "private" bond like a plumber has; it's a state-funded insurance pool (often managed through the Risk Management unit of the Department of Administrative Services).

    This bond is meant to protect the state and the public against "lack of faithful performance of duty" or "malfeasance."

I ignore those. Who has personal knowledge that you violated anything? A camera cannot testify or be cross-examined so it's simply hearsay.  The municipalities rely on frightening you into paying.

The train departed Bay Head at 11:21 a.m. and was scheduled to arrive at Long Branch at 12 p.m., the spokesman said. There were approximately 60 people on board the train at the time of the incident.
